Senate Bill 2 (Cogdill) Safe, Clean, and Reliable Drinking Water Supply Act of 2010

Bill Text: http://leginfo.ca.gov/pub/09-10/bill/sen/sb_0001-0050/sbx7_2_bill_20091109_chaptered.pdf

Summary: SB 2 was passed by the Legislature in 2009.  It was to appear on the 2010 ballot as Proposition 18, but it has been repeatedly pushed back.  It is now intended to be submitted to the voters at the November 4, 2014 general election.  SB 2 is an $11.1 billion water bond proposal.  If approved by the voters, SB 2 would spend money for the following purposes:

  • $455 million on drought relief
  • $1 billion on water supply reliability projects
  • $2.2 billion on sustaining the San Joaquin River Delta
  • $3 billion on water storage (continuously appropriated)
  • $1.7 billion on conservation and watershed protection
  • $1 billion on groundwater protection and water quality
  • $1 billion on water recycling projects

Status/History: If it is not repealed by one of this year’s water bond bills, SB 2 will be placed on the general election ballot this November.
