Assembly Bill 2686 (Perea, Bigelow, Gray, Salas, Logue, Cannella) Clean, Safe and Reliable Drinking Water Supply Act of 2014

Bill Text: http://leginfo.ca.gov/pub/13-14/bill/asm/ab_2651-2700/ab_2686_bill_20140501_amended_asm_v96.pdf

Summary: Existing law mandates that the voters be submitted an $11.1 billion water bond bill at the November 4, 2014 general election.  AB 2686 replaces that bill with a water bond proposal that would raise an unspecified amount of bond money.  If approved by the voters, AB 2686 would spend money for the following purposes:

  • $1 billion on water quality and safety
  • $1.5 billion on multi-benefit ecosystem and watershed protection and restoration
  • $1.5 billion on climate change and drought preparation and regional water security
  • $2.2 billion on sustaining the San Joaquin River Delta
  • $3 billion on statewide water system improvement and drought preparation (continuously appropriated)
  • An unspecified amount on water recycling
  • $1 billion on groundwater sustainability
